OpenDover makes these transcripts and shares them under CC BY 4.0. They are of public meetings whose recordings are already posted publicly, so they include everyone who spoke, residents in public comment too. Statements by anyone who says they are a child or a school student are left out, and so are phone numbers and email addresses read aloud.

Each file is built from OpenDover's database when you download it. In the CSV files, text that a spreadsheet would
treat as a formula (starting with =, +, @ or -) begins with an apostrophe so it opens as plain text. The JSON files
hold the values exactly.
